MS Access - Put a value in a cell in the cells below it

I have a column in an Access database where some cells are filled and for the next 3-4 rows are blank and then again filled and then for another 3-4 rows blank like below:

102
-
-
-
103
-
-
104
-
-
-
-

What I want is to put those values in the all the blank rows below them and delete the rows where the filled cell was before.

So the column would be:

102
102
102
103
103
104
104
104
104

Any idea on how to do it?
