professional video editor analysis

Can anyone advice me where i can ask help for professional video editing - processing - analysis of a small video fragment, or maybe here are someone who can do that? The idea is that: this night someone intentional broke the tire of my car and also scratched a part of the car and i have a video from my security cam where i am trying to read / recognize the registration number of the license plate of the car of this guy, the nr. of the license plate should look like this: ex. AER 358 , or EWI 358 ,(3 letters and 3 numbers) and all i can detect from the video is only the numbers, but not the letters, so i need help of someone who can process and analys somehow this video to detect the entire registration number.
