Direct device(PC or CP) to html page when it connects to the WiFi

(HotSpot) I'm trying to direct devices that connects to a WiFi to a hotspot form before they could freely use the internet connection.

I have already done the form, but I have not the slightest idea on how to direct a device to the form.
