can't access REST API, no company owner

My partner and I would like to build a professional recruitment app for LinkedIn. The difficulty we are facing is that when filling the application form to request access to the API we noticed that we can't submit the API request as it seems like you first need to own a company to do that.

Is there any possibility we can request access to the API although we do not own a company? If so, how can we proceed without answering those company related questions? If not, do you have any other solutions?
