The Windows ISO is 3.99 GB the pen drive is empty and it is 16 GB

Formatted as MS DOS (FAT)/MBR, and try to copy files showing "The item “sources” can’t be copied because it is too large for the volume’s format." and the whole copy process fails then

then I Formatted as ExFAT/MBR, shows

"The operation can’t be completed because an unexpected error occurred (error code 110000)." message
