Dockers running from laptop? Windows or Mac?

The question is - can I run Docker Windows on Thinkpad laptop with Windows 10? I been struggling: https://github.com/docker/for-win/issues/2987

I failed to run docker on my Windows laptop and also VM on Google (apparently Docker dont even support dockers in VM) Now I am inclined to buy a new laptop for dockers - is Mac easier for this purpose? It's so painful I want give up Windows Thinkpad

I have installed Docker on fresh image of Windows 2016 Data Center with SQL Express on Google Cloud.
