Need iPhone full screen video capture with GIFs on top but different resolutions and aspect ratios cause problems

For a feature, we want full screen camera video capture on iPhones, and combine it with gifs.

But we have: Camera resolution: 1280*720 Gif resolution: 1920*1080 Screen resolution: something like 812*400

What framework or github or other library do you advise us to use?
