How is the Vans 3D customizer made, and what kind of 3D file is used?

Question 1:

I'm looking to hire somebody to build a 3D shoe for an ecom store that can be manipulated in the browser (add text, colors, graphics, patterns, logos etc), something like the Vans customizer here: https://www.vans.com/customizer.authentic-classic.html

I can see there is an HTML canvas and a ton of custom code and graphic assets when I view the source files.

Would anyone be able to tell me anything more about how this is built? I want to know what i'm asking for when hiring a developer.

Question 2:

Is it possible to tell from the Van's shoe (see link above) how the 3D shoe itself is built and what kind of file it is?
