Can typical Android Auto computers, like the Pumpkin 8.1, be programmed by adding new custom apps?

I notice that Android Auto has a developer mode that I assume allows custom apps to be added via WiFi, but it is not clear to me whether this mode is normally available on in-car systems like the Pumpkin 8.1, or whether such systems allow non-standard apps to be added.
