Variables return “no debug information” when debugging in toad

Why do I get "no debug information" on variables in Toad for Oracle while debugging procedures in a specific package? I have enabled compiling with debug. This only happens to some packages and I cannot understand why. Same thing for watches. Toad version is 12.8.0.49.
