Can't request access to the REST API

My partner and I would like to build a professional recruitment app for LinkedIn.

In order to do this we need to access the REST API to extract information from profiles. That would be used to query for candidates that match the recruiter's requirements. The difficulty we are facing is that when filling the application form we noticed that we can't submit the API request as it seems like you first need to own a company to do that.

Is there any possibility we can request access to the REST API although we do not own a company? If not, do you have any other solutions?
